On November 17, 1962, the central committee of the CPC decided to set up the 15-member ad hoc committee of the central committee. Zhou Enlai served as director of the ad hoc committee. The main task of the ad hoc committee was to strengthen the building of China's atomic energy industry, accelerate the research, development and experiment work of nuclear weapons and direct the work related to nuclear science and technology. Later, the ad hoc committee was also responsible for work related the research and production of missiles, satellites and nuclear submarines. From the establishment of the ad hoc committee on April 12, 1974 to the last meeting of the ad hoc committee presided over by him, Zhou Enlai presided over and held the meetings of the ad hoc committee many times and the small meets of the ad hoc committee several times in person, and tackled a series of major problems in production, scientific research and construction in time. At every meeting of the ad hoc committee, Zhou Enlai always asked to invite more persons to attend the meetings so as to hear their suggestions comprehensively. He also often raised questions and discussed those questions with them. He paid attention to different points of views. As long as one raised a question or put forward reasonable counterviews and it was hard to draw a conclusion to this question, he always asked them to figure it out before they discussed it and made a decision.
At 15:00 on October 16,1964, China exploded its first atomic bomb successfully.
