In the winter of 1974, considering the physical condition of Zhou Enlai, Deng Xiaoping was entrusted by Mao Zedong to take charge of drafting the Government Work Report of the 4th National People's Congress. Under the leadership of Deng Xiaoping, the draft unit overcame difficulties and finally wrote in Zhou Enlai's thought of "four modernizations" as a key point in the report. On December 20, 1974, Zhou Enlai checked and approved the first draft of the report. From January 13, 1975 to January 18, 1975, the first session of the 4th National People's Congress was held in Beijing. Zhou Enlai who was seriously ill made his last government work report to the 4th National People's Congress, and reasserted the grand goal of realizing the "four modernizations" of China.
Zhou Enlai reasserted the goal of realizing the "four modernizations" and the "two-step" strategy, and stressed and directed the work direction of a certain period under the specific historical conditions. It built up the great confidence and hope of the Party and the whole nation.
