The main hall is situated on a square trapezoid foundation covered with green lawn. The building is a square building with eight corners inside. The shape of the building implies that Zhou Enlai's spirit shines every corner of China and the museum will welcome all tourists who respect him from far and near. Meanwhile, it also implies that Zhou Enlai played a critical role in bringing about radical changes at major historical moments. The hall is supported by four 11-meter-high granite pillars which indicate the grand idea of the "four modernizations" to be implemented in China set forth by Zhou Enlai in four major state occasions from 1954 to 1975. The 51 steps imply that Zhou Enlai was exactly 51 years old when he was appointed as premier of the Government Administration Council of the Central People's Government.
